A maritime leader in shaping Singapore as a hub port and international maritime center
As the Assistant Chief Executive (Corporate & Strategy) in the Maritime and Port Authority of Singapore (MPA), Hoe Soon oversees the key functions of policy and strategy development, international relations, communications, finance and procurement, training, and legal. Hoe Soon is Singapore’s representative at various international maritime meetings, including those at the International Maritime Organization.
Prior to joining MPA, Hoe Soon was the Director of Sea Transport Division in the Ministry of Transport, Singapore. He led the development of policies to strengthen Singapore’s position as a global hub port and international maritime centre.
In a career spanning over two decades in the Singapore Public Service, Hoe Soon also held senior positions previously in the Prime Minister’s Office, Ministry of Trade and Industry, Ministry of Finance and Ministry of Education. For his contributions to the Singapore Public Service, Hoe Soon was awarded the Public Administration Medal (Silver) by the President of the Republic of Singapore in 2022.
Hoe Soon graduated with a Bachelor of Arts (First Class Honours) and Masters in Engineering (with Distinction) from the University of Cambridge. He also holds a Sloan Masters in Leadership and Strategy (with Distinction) from the London Business School.
