Connecting to grow: sustainable and employability actions of the Port of Bahía Blanca for the community

To sum up
Launched in 2018 as part of the development strategy for the Port of Bahía Blanca up to 2040, the ‘White Plan 2030’, initially ‘White Plan 2020’, aims to strengthen the link between the port and its community and its role as a key player in the economic and territorial attractiveness of Bahia Blanca. The aim of this plan is to establish a coherent and sustainable policy over time, with the aim of improving the living conditions of the communities surrounding the port, reducing social inequalities and making residents proud of their port. The White Plan 2030 has been designed around three key areas:
- Employability: promoting training programs that facilitate immediate job opportunities.
- Town planning: developing and improving local infrastructure through strategic projects.
- Habitat: improving the housing conditions of port neighbors, promoting a livable and equitable environment.
The 2021-2023 action plan, presented as part of the AIVP Prize Antoine Rufenacht, includes in particular:
1/ Setting up a training program in areas such as digital technology, environmental engineering, electrical engineering, boiler making, etc. Between 2021 and 2023, almost 200 people benefited from this program, which will improve the conditions of access to employment for local people and encourage entrepreneurship.
2/ The development of the ‘Plaza Barco’, a play area dedicated to families, located in the immediate vicinity of the port offices, as a continuation of the port promenade, which has been redeveloped as a public promenade.
3/ The creation of the ‘Parque El Saladero’ sports complex, including football and basketball pitches, to encourage the practice of sporting activities.

Outstanding features:
- A cross-cutting project covering health, leisure, and safety issues.
- The project aims to steer the port authority towards sustainable development that benefits both the port and the community. It proposes actions to promote social, economic, and ecological development. This is the city’s first plan with a long-term perspective, making the city-region-port relationship a central focus.
- The plan has placed residents at the heart of the consultation process. Two series of meetings were organized: ‘El Puerto escucha’ (The port listens) and ‘El Puerto dialoga’ (The port dialogues). These meetings helped to strengthen the listening process and to integrate the community’s contributions with a view to continuous improvement. More than 150 people attended these meetings.
- Dissemination of the port’s identity in the city and neighboring communities through original facilities such as the Boat Park or cultural events.

About the Consorcio de Gestión del Puerto de Bahía Blanca
Consorcio de Gestión del Puerto de Bahía Blanca is Bahía Blanca´s Port Authority in charge of the administration and operation of the Bahía Blanca´s estuary. It is an autonomous non-state public entity located in the south of the Buenos Aires province, in Argentina, with access to the Atlantic Ocean. It is primarily an export port characterized by a wide variety of cargoes: solid bulk, liquid bulk, containers, general cargo, and project material. It is also the deepest argentinian seaport near the most important production centers.
