Initiated by the Gabonese government in 2013, the Baie des Rois is an urban planning project stemming from Gabon National Infrastructure Master Plan. It is the starting point for more than 400 hectares of urban redevelopment in downtown Libreville, beginning with the Champ Triomphal and the Port-Môle sector, corresponding to the Gabonese capital’s waterfront.
The Baie des Rois is a greenfield development project covering 40 hectares divided into 3 zones, with the construction of over 360,000 m² of buildings. It aims to highlight the historical and cultural aspect of the city. Its master plan imposes an eco-responsible approach on all different components of the project, notably mobility, energy and construction, backed by ambitious and proactive environmental and architectural guidelines.
The first deliveries of the project include a user-friendly, multi-purpose seafront promenade stretching from the north to the center of the project. This area is open to the public since August 2022, with limited access to motorized vehicles and single-use plastic. It meets international accessibility standards for people with reduced mobility and encourages the practice of sport, while contributes to improving the well-being of the population, in line with the project’s inclusivity requirements and the SDGs.
Eventually, the Baie des Rois will provide:
- An innovative business district meeting international standards;
- A modern shopping center, hotel and conference center;
- Local shops and services concentrated in a limited area.

Outstanding features :
- Consideration of the flood risk: the project platform is located more than 3.5 meters above sea level to protect it from rising water levels;
- Bioclimatic architecture: zero-carbon construction to maximize the use of forestry assets while minimizing the negative impact of the construction sector;
- The new district responds to the “15-minutes city” concept by imposing shops/services on the first floor of all buildings to enable access to essential services within 15 minutes on foot or by bicycle;
- Portions of the roads are reserved exclusively to soft modes of transport (cycle paths), as well as pedestrian walkways with limited access for cars throughout the district;
- The street furniture installed along the Baie des Rois seafront promenade features various local works of art (masks and traditional sculptures) to highlight Gabonese tradition and culture;
- Construction of fitness facilities and sports field (basketball, volleyball, soccer, skatepark and pump track) along the promenade to encourage physical exercise and promote users’ well-being;
- Rainwater treatment to limit the discharge of pollutants into the natural environment: each roadway outlet will be equipped with a manhole with a settling tank and siphonic partition;

- Installation of a retention system for waste transported by the various watercourses to the sea.

About the Champ Triomphal waterfront
Created in 2015, Champ Triomphal Waterfront (FMCT) is the subsidiary of the Gabonese Strategic Investment Funds (FGIS) dedicated to the sustainable development of Libreville. As a development company, FMCT’s mission is to support the efforts of local administrative authorities in the development of urban areas and to assist developers and investors in the realization of eco-responsible projects. In addition, FMCT works to design and build urban infrastructures, equipments and real estate projects aimed to improve the living conditions of the population and enhance the country’s attractiveness. This work is evident in the development of the greenfield sustainable district of the Baie des Rois.
